Project to continue general support of the American University at Beirut (AUB), the main source of development education for the Near East, and to provide scholarship funds for current and new graduate and undergraduate students.

Abstract
AUB will manage and administer the project. Under the project, AUB will be given the discretion to initiate and conduct programs it deems suitable to achieve the project"s purpose. Ungraduate and graduate students, who will be drawn from both the public and private sectors of Middle Eastern and nearby countries (Lebanon and Cyprus excepted), will be nominated by their governments or by independent selection committees and will be accepted and placed by AUB. AUB will maintain an equitable representation among participating countries and women within country quotas established by AID/W. These quotas, however, will be less than the number of new yearly placements so as to allow AUB to adjust to varying situations. A total of 256 students will receive full scholarships. In addition, limited support will be provided for non-degree programs - a summer institute in education, a 2-month University Orientation Program (UOP), and for AUB efforts to explore the need for non-degree training in the region. Undergraduate enrollment will be limited to students from countries lacking undergraduate programs in general or in some specialty. To reduce funding for studies prior to entering a degree program, a 1-year limit will be placed on participation in the UOP, the non-degree programs, and English-language training received prior to admission to AUB. Under a new cost-sharing scheme, AUB will assume responsibility for 10% of its direct and indirect costs per participant during the first 2 years of the 5-year program, 15% in the third year, and 20% during the last 2 years. AUB will not, however, be required to fund specific costs, so that it may maintain a maximum fund-raising capability. To service and counsel students and provide them with travel arrangements, books, professional memberships and publications, as well as to maintain communications with participating countries, funding will be provided for five permanent staff members of the Bursar"s Office, as well as for occasional personnel.
