Abstract
The survey aimed to assess the baseline perceptions of citizens regarding the delivery of public services by local governments. The survey was conducted in 2069 municipalities across Nepal, with a sample size of 2069 respondents. The survey found that the majority of respondents (71%) were satisfied with the delivery of administrative services, while 21% were dissatisfied. The satisfaction level varied across municipalities, with some municipalities reporting higher satisfaction rates than others. The survey also found that the level of participation in planning, implementation, and monitoring processes was relatively low, with only 26% of respondents participating in the planning process. The survey results indicated that the level of inclusion in decision-making processes was also low, with only 34% of respondents feeling included in the planning process. However, the survey found that the level of inclusion in decision-making processes varied across municipalities, with some municipalities reporting higher levels of inclusion than others. The survey also found that the level of accountability and responsiveness of local government officials was relatively low, with only 45% of respondents feeling that local government officials were responsive to their needs. The survey results also indicated that the level of transparency in local government operations was relatively low, with only 50% of respondents feeling that local government officials were transparent about their activities. However, the survey found that the level of transparency varied across municipalities, with some municipalities reporting higher levels of transparency than others. The survey also found that the level of sympathy towards people's needs was relatively low, with only 49% of respondents feeling that local government officials were sympathetic to their needs. The survey results were used to inform the development of a rapid assessment framework for evaluating the effectiveness of local government administration in delivering public services. The framework was designed to assess the level of administrative capacity, accountability, and responsiveness of local government officials. The survey results also informed the development of recommendations for improving the delivery of public services by local governments. The survey results were disaggregated by age, education level, and ethnicity to identify any variations in perceptions across different demographic groups. The results showed that the level of satisfaction with administrative services varied across different age groups, with younger respondents reporting higher levels of satisfaction than older respondents. The results also showed that the level of participation in decision-making processes varied across different education levels, with respondents with higher levels of education reporting higher levels of participation.
