Abstract
PaRRSA is responsible for implementing the Khyber Pakhtunkhwa Reconstruction Program (KPRP), which aims to rebuild conflict-affected public schools, health and water infrastructure; improve the learning environment in public schools by providing essential furniture and laboratory equipment; and rehabilitate essential irrigation and communication infrastructure. The KPRP is one of three programs in Khyber Pakhtunkhwa being funded by the United States Agency for International Development (USAID) under the government-to-government mechanism. The other two programs are the FATA Infrastructure Program (FIP) and the Municipal Services Program-KP (MSP-KP). The goal of the Financial and Management Support Services to KPRP, FIP, and MSP-KP (FMSS-KP) is to provide financial and management support services to PaRRSA in relation to KPRP. The FMSS-KP project was implemented from December 9, 2020, to December 8, 2021, with an option to extend. The project's total contract value is USD 1,635,817. The project's objectives include providing short-term support for establishing and improving systems and procedures to manage USAID-funded activities, enhancing capacity primarily of personnel to procure, monitor, and manage infrastructure-related services and its inherent risks, and ensuring operation of necessary and adequate financial and management capabilities and competitive procurement policies and systems. The baseline survey report serves as a benchmark of conditions before FMSS-KP implementation. The report provides a detailed assessment of the program functions, including governance, finance management, procurement management, monitoring and evaluation, and internal audit. The report also identifies potential mitigation measures to address the risks identified in the earlier agreed program risk mitigation plan. The report highlights the importance of establishing standard operating procedures and developing tools for various elements of project management using Government of Pakistan (GoP) practices. It also emphasizes the need to ensure an effective monitoring and evaluation system is in place and USG assistance is used in compliance with the terms and conditions of the USAID Agreements. The geographic focus of the FMSS-KP project is Khyber Pakhtunkhwa Province, Pakistan. The project used Microsoft Word for Office 365 as the software tool for data collection and analysis.
