Abstract
The program is implemented through a Project Management Unit (PMU) established in the Local Government, Elections and Rural Development Department (LGE&RDD). The PMU plans, designs, implements, and monitors various interventions under the MSP-KP, including improvement in urban drinking water supply, sewerage, drainage, and solid waste management. The MSP-KP is headed by a Project Director, who is responsible for the successful implementation and completion of the program interventions. The program's objectives are aligned with the Provincial Comprehensive Development Strategy and national and provincial policies regarding drinking water and sanitation. The program's goal is to bring sustained improvement in municipal service delivery to effectively address the basic needs of citizens. The Financial and Management Support Services to Khyber Pakhtunkhwa Reconstruction Program (KPRP), FATA Infrastructure Program (FIP), and Municipal Services Program-KP (MSP-KP) (FMSS-KP) project is a task order under the Pakistan Capacity Development Services (PCDS) IDIQ contract awarded to Chemonics International. The project aims to provide financial and management support services to the Local Government, Elections, and Rural Development Department (LGE&RDD) PMU in relation to MSP-KP. KPMG Taseer Hadi & Co. is a subcontractor to Chemonics International and is responsible for performing a human resource gap analysis of MSP-KP and providing an updated status of the risks identified in the earlier agreed program risk mitigation plan. The HR gap analysis serves as a benchmark of conditions before FMSS-KP implementation. The human resource function is a critical component of the MSP-KP, and a detailed assessment of the current HR situation is necessary to identify gaps and areas for improvement. The assessment will focus on the functional heat map, potential mitigation measures, and detailed assessment of human resource management. The functional heat map will provide an overview of the current HR situation, highlighting areas of strength and weakness. Potential mitigation measures will be identified to address the gaps and areas for improvement. A detailed assessment of human resource management will be conducted to identify the current HR policies, procedures, and practices, as well as the HR capacity and capabilities of the PMU. The assessment will also examine the current HR systems and processes, including recruitment, selection, training, and development, as well as performance management and employee engagement. The assessment will provide recommendations for improving the HR function, including the development of HR policies, procedures, and practices, as well as the enhancement of HR capacity and capabilities. The project's implementation period is from December 9, 2020, to December 8, 2021, with options to extend. The project's goal is to provide financial and management support services to the Local Government, Elections, and Rural Development Department (LGE&RDD) PMU in relation to MSP-KP. The project's objectives are to provide short-term support for establishing and improving systems and procedures to manage USAID-funded activities, enhance capacity primarily of the personnel to procure, monitor, and manage infrastructure-related services and its inherent risks, and establish standard operating procedures and develop tools for various elements of project management using Government of Pakistan (GoP) practices.
