Abstract
The program aims to reduce gender-based violence (GBV) in target areas of Eastern Indonesia by achieving three interrelated objectives: reduced acceptance of GBV and gender inequality, strengthened government capacity to provide basic GBV-related services, and increased voice for civil society organizations (CSOs) in the fight against GBV. The program will primarily contribute to Intermediate Result (IR) 1.4, Sustainable Development in Targeted Districts in Eastern Indonesia Enhanced, under USAID/Indonesia's Development Objective (DO) 1, Democratic Governance Strengthened. Winrock implements BERSAMA in partnership with REMDEC, and will engage other local partners at the community, provincial, and national levels through a robust grants program. During the first three months of the cooperative agreement period, June 30-September 30, 2016, the BERSAMA team focused primarily on mobilization activities. Key personnel, including the Chief of Party (COP) and Field Oversight Advisor (FOA), were on board within one month of award, along with the Government Liaison Advisor (GLA). A Finance and Administration (F&A) Manager was hired at the end of the quarter and scheduled to start on October 3. Recruitment for all other positions is in progress. The BERSAMA team selected and signed a lease for its main project office in Jayapura, which is expected to be equipped and fully functional by the end of October. During the reporting period, Winrock developed and signed a subagreement with its approved implementing partner REMDEC. REMDEC completed a detailed work plan in conjunction with BERSAMA's year 1 work planning process, and hired its key BERSAMA staff member, the Organizational Development Advisor. The team held a work planning retreat from August 8-12, which included an overview of the BERSAMA program design and award requirements from USAID and Winrock's Home Office Manager. During the week, the team developed a detailed logical framework for the program and drafted its year 1 work plan. The completed work plan was submitted to USAID on August 30, with a revised submission on September 28 based on USAID's feedback. The BERSAMA team met with USAID personnel, Government of Indonesia (GoI) stakeholders, and other relevant organizations to introduce the project and discuss potential opportunities for collaboration. National level engagement included meetings with key development partners and GoI counterparts, including the Ministry of Law and Human Rights, Komnas Perempuan, and the Ministry of Women's Empowerment and Child Protection. Provincial and district level engagement included visits to the Women's Empowerment Bodies in Jayapura, Wamena, and Sentani, as well as introductory visits to BAPPEDA at the provincial level and meetings with Majelis Rakyat Papua (MRP; Papua People's Assembly). The team also conducted meetings to draft memorandum of understanding (MOU) with Papua Provincial Government in coordination with Provincial Office of Women's Empowerment Body. The BERSAMA Results Framework outlines the program's goal and intermediate results, including reduced acceptance of GBV and gender inequality, strengthened government capacity to provide basic GBV-related services, and increased public awareness of and critical thinking about gender norms. The framework also includes sub-intermediate results, such as localized approaches to community-based anti-violence dialogue and mobilization, and better synchronized action and coordination in preventing GBV.
