Abstract
The projects are managed by the Construction Management Team (CMTO) under the supervision of Dr. Isam Omar, the COR. The CMTO is led by Michael McGovern, Chief of Party, Trigon Associates, LLC. The COVID-19 pandemic has had a significant impact on the construction activities. The CMTO continues to update the COVID-19 activity description each report, as it directly affects JSEP and SKEP construction and construction management. The pandemic has resulted in site closures, infected cases among staff and contractors, and delays in construction activities. JSEP Phase IV has been completed, with most schools having undergone Taking Over inspections. However, close-out work is still ongoing, with some schools requiring additional work to complete. SKEP Phase II, Package 2, is experiencing delays, with the contractor's third request for taking over request of Al Amal School being rejected by the Supervision Firm. Elevator installation works have been completed in SKEP Phase I, and testing and commissioning are underway. However, delays continue in SKEP Phase II, Package 2, due to issues with the elevators' supplier. The CMTO team has contacted the contractor to resolve the issue. The CMTO team tracks all correspondence between stakeholders, filters all documents and communications, and assigns personnel to follow up on important actions. There has been an increase in the number of letters and communications during this reporting period, with 97 items of correspondence recorded. The electrification and utilities connection for JSEP Phase II, III, IV, and SKEP Phase II, III are ongoing. JSEP Phase II has connected 97.2% of utilities, with only three electrical utilities remaining to be connected. JSEP Phase III has connected 96% of utilities, while JSEP Phase IV has connected 98.6% of utilities. The biweekly meeting with the Ministry of Public Works and Housing (MPWH) has been postponed due to COVID-19, but virtual meetings may be held in March. JSEP Phase V Package 6, 7, and 8 have commenced mobilization works, with mobilization works completed in Packages 6 and 7 and still in progress in Package 8. The CMTO team attended a follow-up meeting with the Contractors, USAID, and MPWH to emphasize the importance of completing mobilization works and starting construction works according to the contract conditions. The CMTO team is following up with the Supervision Firm regarding renovation works for existing schools in JSEP Phase V Packages 1 and 2. The CMTO team met with the COP of the Environmental and Social Management Plan (ESMP) to discuss the report formats for Health, Safety, and Environment (HSE) used by the CMTO team. The CMTO team is also conducting site visits to follow up on the status of renovation works and submitting reports to USAID and MPWH with recommendations.
