Abstract
The project is partially funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and aims to address the supply-side of good governance by contributing to the Government of the Republic of Zambia's (GRZ) improvements in the health and education sectors. The project constitutes part of USAID/Zambia's Democracy, Human Rights, and Governance (DRG) program, which seeks to promote sustainable improvements in the governance-enabling environment through simultaneous and complementary investments in both the supply-side and demand-side of good governance. Crown Agents USA (CA-USA), the prime partner on the AGIS project, will fully comply with USAID's Branding and Marking regulations, as described in the USAID Automated Directive System (ADS) 320.3.2. The AGIS Project will focus on targeted top Public Financial Management (PFM) priorities, including internal control, internal audit, and procurement. Additionally, the project will address other functions as appropriate, such as human resource management, cash forecasting, budget planning and execution, and expense tracking. The project's objective is to provide guidelines to guarantee that USAID branding and specific procedures are followed by the AGIS team. The formal name of the project is USAID AGIS: USAID Accountable Governance for Improved Service Delivery. The USAID AGIS project name will apply to all activities and public communications funded by USAID through Contract No. AID-611-C-17-00005. The name of the project will be used in all documents and materials produced under this contract. The USAID AGIS Branding Strategy is designed with three main objectives in mind. These objectives are: 1) public communications that further the project's goals, 2) telling the project story and sharing its accomplishments with the target audience, and 3) informing beneficiaries and stakeholders of how the project is funded and supported by the American people. The branding and marking requirements referred to in this plan will be included in sub-contracts and/or agreements with partners. The project will use communications opportunities to educate stakeholders on the hindrances facing effective Public Financial Management in the Zambian health and education sectors and propose approaches to address them. The AGIS team will follow the guidelines outlined in this Branding Marking and Implementation Plan (BMIP) to ensure that USAID branding and specific procedures are followed. The BMIP is rooted in adherence to basic principles of fairness and appreciation in ensuring that USAID and the American people are publicly and visibly acknowledged and credited for support provided to the project and through this project to the People of Zambia. The AGIS Project will be promoted to beneficiaries and stakeholder audiences, while delivering the message that the assistance is 'from the American People'. The project will use the USAID Standard Graphic Identity and, where applicable, the host-country government or ministry symbol or another U.S. Government logo to mark USAID-funded programs, projects, activities, public communications, and commodities.
