Abstract
Since its inception in 2014, ILAM has nearly doubled its membership, with a focus on developing an independent bar that supports the rights of clients and serves as a check on democratic institutions. ILAM was officially registered in November 2016, and with support from the Promoting the Rule of Law Project (PRLP), has continued to expand, opening offices and libraries around the country, and building relations with other justice sector actors. ILAM's efforts have been marked by several notable achievements. In February 2018, the organization opened a new law library in Yangon, which was inaugurated with a ribbon-cutting ceremony attended by approximately 80 participants and 10 media outlets. The library will provide lawyers with access to legal information and resources, enabling them to better serve their clients and promote access to justice. The library was made possible through a grant from the PRLP, which also contributed to the establishment of two other libraries in Monywa and Pathein. ILAM has also conducted several membership events and continuing education programs, focusing on the importance of an independent bar association. One such event, held in Taunggyi, Shan State, attracted approximately 200 lawyers and featured presentations on the role of the secretariat and the plans for the coming year. The event emphasized the need for building the independence of the legal profession in Myanmar. Additionally, ILAM has completed several continuing professional development workshops using the PRLP Legal Aid Toolkit, aimed at building the trial skills of lawyers and enabling them to better represent the rights of clients. The ILAM Chairman participated in a U.S. study tour, led by the PRLP, during late February, where he learned more about the role of independent bar associations. This experience is expected to inform ILAM's future efforts to improve the rule of law in Myanmar. Beyond the life of the grant, the PRLP will continue to work with ILAM to provide a higher level of service to clients and members, recognizing the need for an independent bar association as part of an effective justice sector and for the protection of human rights.
