Phase 1, scheduled to be completed by 2017, focused on connecting to the ASW. Phase 2, to be completed by 2018, involved integrating the line agencies. Phase 3, targeted for completion by 2021, aimed to implement the full CNSW. The assessment recommended a phased approach to ensure a smooth transition and minimize disruptions to existing systems. The estimated budget for Cambodia to join the ASW live operation, excluding hardware costs, was approximately $1.5 million. Technical assistance and system development were identified as key requirements for the successful implementation of the ASW. The assessment also highlighted the need for working group meetings to facilitate coordination and collaboration among stakeholders. The needs assessment involved face-to-face interviews with key stakeholders, including the General Department of Customs and Excise, Project Implementation Team, Ministry of Commerce, and other relevant government agencies. The assessment revealed technical gaps in areas such as customs and the line agencies, as well as the need for improved infrastructure and hardware to support the ASW. Recommendations from the assessment included the establishment of a proposed organizational structure for Phase 1, the development of online applications for licenses and permits, and the creation of a proposed information flow for e-ATIGA Form D from Cambodia (exports) and to Cambodia (imports). A timeline for the implementation of the ASW was also proposed, with key milestones and deadlines identified. The assessment highlighted the importance of addressing technical and legal gaps to ensure the successful implementation of the ASW in Cambodia. The recommended phased approach and the establishment of a proposed organizational structure were seen as critical to ensuring a smooth transition and minimizing disruptions to existing systems.
