Abstract
The program is designed to support USAID's development objective of increasing engagement with local partners and building their capacity to sustainably implement development programming. The program's goal is to strengthen the institutional capacity of local organizations to effectively implement USAID-funded activities. This goal will be achieved through two components: targeted capacity building to Cambodia's local organizations and support to USAID/Cambodia's Annual Program Statement (APS) mechanism. The program's objectives include strengthening the institutional capacity of local organizations in financial, administrative, procurement, and organizational management, as well as supporting USAID/Cambodia's APS mechanism through outreach, evaluation, oversight, and monitoring and evaluation (M&E) of awards. The CBCLO program's results framework and performance management plan (PMP) outline the indicators and targets that will be used to measure the program's progress. The program's activities are designed to contribute to the achievement of each objective, and include technical training and support for improved monitoring and evaluation. The program's technical approach is based on a causal model that outlines the relationships between the program's inputs, activities, and expected outcomes. The model identifies the key factors that will contribute to the program's success, including the capacity of local organizations, the effectiveness of the APS mechanism, and the level of engagement with local partners.
