Abstract
The Health Section of the Secretariat"s Functional Cooperative Division will implement the project. Four training packages will be designed, tested, and delivered in consecutive 5-10 day training cycles on each island. Package A will cover problem solving, introduction to basic management, planning, decision making, and concepts of motivation; this package will be given to approximately 700 top, middle, and field level personnel. Package B will provide training in team building/teamwork to approximately 135 individuals, primarily district field workers. Package C, for middle and upper level administrators, will cover supervisory techniques, time management, cost saving, task planning and implementation, written communication, reporting, and organizational charting. Finally, some 125 top and select middle management personnel will receive Package D training, which will address program design and implementation. USAID will fund the trainers and training materials for these packages. It will also provide technical advisors to work with the ministries of those islands requesting assistance in health planning, organizational assessment and analysis, design and follow-up of model district health teams, and management information systems. An additional pool of ready-access TA will be maintained to provide consultative services as needed. A series of special activities will take place throughout the life of the project. These will include: conferences and workshops on management and health-related topics for ministry personnel; inter-island exchanges for 32 ministry personnel to facilitate diffusion of ideas; establishment of a centralized system for identifying and coordinating health resources within the region; and establishment of management resource centers within the health delivery organization of each island.
