Abstract
The project is implemented by Training Resources Group (TRG) with its partners, including NORC, Landesa, Urban Institute, ECODIT, and Forum One. CEL provides an integrated approach to evidence-based learning for USAID's Bureau of Economic Growth, Education and Environment (E3)/Land and Urban Office. The project is organized into three primary functions: Knowledge Generation, Knowledge Dissemination, and Knowledge Application. Knowledge Generation involves building upon and expanding the body of evidence-based knowledge through rigorous impact and performance evaluations, research, and analysis. Knowledge Dissemination involves organizing, distilling, and effectively communicating findings, lessons, best practices, and data to key land target audiences. Knowledge Application involves providing active, on-going capacity building and support to ensure that knowledge is applied by key stakeholders to improve decision-making, policies, program design, program implementation, and program monitoring and evaluation. CEL's approach is guided by key principles and concepts that acknowledge the importance of communicating and building capacity among the entire system of actors and stakeholders. This includes USAID Missions, bureaus, and operating units (OUs), U.S. Government (USG) interagency partners, other donors, local implementers, implementing partners, host country governments, and civil society. CEL views knowledge generation, dissemination, and application as an integrated system in which each element concurrently informs and influences the others. The CEL Project Year 4 (PY4) Work Plan covers activity from May 23, 2021, through May 22, 2022. The activities are organized by type, including Evidence: Evaluations, Research, and Pilots, which includes work done under tasks one through three of CEL and details all evaluations, studies, and field work funded under the LEVERAGE activity and through Missions. Communications, Knowledge Management, and Learning details all related work at a high level for LRG and GenDev, country-based activities around evidence, and the Land Advisors community of practice activity. The CEL project partners with various organizations, including Training Resources Group (TRG), Landesa, NORC, Urban Institute, ECODIT, and Forum One. TRG is a management consulting and training firm located in Arlington, Virginia, and has worked in over 100 countries on activities related to learning and training, organizational development, and conference, workshop, and retreat facilitation. Landesa is a 501(c)(3) charitable organization specializing in advancing pro-poor, gender-sensitive land rights reforms using law and policy tools to alleviate poverty, reduce hunger, and ease conflict over land. NORC at the University of Chicago is an objective, non-partisan research institution that delivers reliable data and rigorous analysis to guide critical programmatic, business, and policy decisions. The Urban Institute is a non-profit organization founded in 1968 by U.S. President Lyndon B. Johnson, and generates original knowledge and expertise around social and economic issues. The Urban Institute's international development work focuses on developing, transitioning, and fragile nations to support systemic change and improve the lives of citizens.
