Abstract
The program's primary objective is to support Egypt's ongoing political transition through technical assistance, organizational capacity development, and grant making opportunities for Civil Society Organizations (CSOs) that are working to raise public awareness around upcoming electoral events. The program's key "theory of change" is that if CADRE strengthens Egyptian civil society leaders, organizations, their members, and networks while improving the enabling environment for civil society actors, then Egyptian citizens will more actively participate in and influence the ongoing political process. This theory of change assumes that target leaders, organizations, and networks will focus on the civic participation sector, promoting collective dialogue or action around issues of common concern to the public. To achieve its primary objective, CADRE has developed three sub-objectives: (1) Strengthened Egyptian Civil Society Organizations and Networks, (2) Improved Civil Society Enabling Environment, and (3) Empower Women in Political Process. The program aims to assist approximately 220 civil society organizations increase their capacity, with 70% demonstrating improved overall organizational capacity, 35% (or 75 organizations) demonstrating improved financial accounting practices, and 50% demonstrating an increased capacity in advocacy. During the quarter, CADRE submitted its application for registration to the Ministry of Foreign Affairs (MOFA) and finalized all registration requirements. The program also submitted its Preparatory Work Plan and Performance Monitoring and Evaluation Plans, refined and finalized training modules on core functional areas of CSO institutional strengthening and development, updated and fine-tuned the Maktabat and E-Learning portal websites, conducted an initial desk study on research related to the status of women in Egypt, and submitted the CADRE Grant Manual to USAID for review and concurrence. CADRE's program strategy focuses on supporting Egypt's ongoing political transition through technical assistance, organizational capacity development, and grant making opportunities for CSOs. The program aims to promote inclusive dialogue that elevates the role of women and youth, the protection of minority rights, and religious tolerance, as well as combat gender-based violence and promote human rights and transitional justice. The program's geographic focus is on Upper Egypt, Lower Egypt, and Greater Cairo, with a primary objective of supporting Egypt's civil society sector. CADRE's theory of change assumes that target leaders, organizations, and networks will focus on the civic participation sector, promoting collective dialogue or action around issues of common concern to the public. The program's sub-objectives aim to strengthen Egyptian civil society organizations and networks, improve the civil society enabling environment, and empower women in the political process. In terms of implementation, CADRE has undertaken preparatory and planning activities that will lay the foundation for full-scale operations to proceed once registration is received. The program has also refined and finalized training modules on core functional areas of CSO institutional strengthening and development, updated and fine-tuned the Maktabat and E-Learning portal websites, and conducted an initial desk study on research related to the status of women in Egypt. Overall, CADRE's program aims to support Egypt's ongoing political transition through technical assistance, organizational capacity development, and grant making opportunities for CSOs.
