Abstract
The role of public administration in citizen development is crucial, as it directly impacts the well-being and prosperity of the population. A roadmap towards good governance is essential to ensure that public administration is transparent, accountable, and responsive to the needs of citizens. The components of public expenditure are critical in determining the effectiveness of public administration. A significant portion of public expenditure is allocated to the civil service, which must be managed efficiently to deliver public services. However, the civil service in many countries faces significant challenges, including being oversized, underpaid, and lacking the capacity to deliver public services efficiently and effectively. To address these challenges, the Civil Service Reform Team has proposed a framework for civil service management. The framework aims to provide the right person at the right place at the right time, thereby improving the efficiency and effectiveness of the organization. This can be achieved by attracting, retaining, motivating, and developing meritorious candidates through merit-based recruitment, better service conditions and compensation, performance-linked incentives and promotions, and training and development. The human resources management functions are critical in implementing the civil service management framework. These functions include HR planning, recruitment and selection, induction, performance appraisal, training and development, employer-employee relationship, personnel administration, and attrition and pension. Effective implementation of these functions is essential to ensure that the civil service is managed efficiently and effectively. A civil service legislative framework is necessary to provide a regulatory environment for the implementation of civil service management. This framework should include regulations and procedures for the implementation of legislation, an institution to lead, regulate, and monitor the civil service management framework, HR management departments in every organization, and training institutions for the development of knowledge and skills of civil servants.
