Abstract
The project evaluates climate change impacts and associated resilience measures for the Ghana power sector. Technical assistance and capacity building are being provided to various stakeholders, including the Ministry of Energy and Petroleum (MESTI), EPA, National Disaster Management Organization (NADMO), and the Council for Scientific and Industrial Research (CSIR). The IRRP project is working to mainstream climate risks in the power sector, with a focus on adaptation and mitigation measures. The project is also developing proposals for the Green Climate Fund and updating climate models to assess impacts on hydrological modeling. Additionally, the project is examining climate impacts on off-grid systems and incorporating climate change impacts and adaptation measures into environmental and social impact assessments (ESIA). A training workshop on climate change risk and resilience in Ghana's power sector was held on October 25, 2017, at the La Palm Royal Beach hotel in Accra. The workshop brought together 41 participants from various stakeholders, including government agencies, development partners, and private entities. The workshop aimed to identify the respective roles and efforts being made regarding climate risks and adaptation in Ghana. The key activities of the workshop included presentations and group exercises. The main discussions centered on the presentations and group exercises, with participants allowed to ask questions and engage in deliberations. The presentations covered various topics, including climate risk and resilience in Ghana, mainstreaming climate risks in the power sector, and disaster risk reduction and climate resilience. The key issues raised during the presentations and deliberations included the need for concerted efforts by all stakeholders to mitigate the risks associated with climate change. The participants emphasized the importance of sensitizing political leadership on the benefits of climate mitigation and adaptation. They also discussed the challenges of data collection and the need for accurate and disaggregated data on emissions contributions from various sectors. The workshop identified several key issues, including the need to reduce the sulphur content of fuel, the importance of accurate data collection, and the need for concerted efforts to mitigate climate change risks. The participants also discussed the impact of climate change on flooding in Accra and the need to recognize the impact of land use and other factors on flooding. The IRRP project aims to provide specific support to the Ghana EPA in implementing the country's NDCs under the Paris Agreement. The project evaluates climate change impacts and associated resilience measures for the Ghana power sector. The workshop on climate change risk and resilience in Ghana's power sector was an important step in identifying the respective roles and efforts being made regarding climate risks and adaptation in Ghana.
