Abstract
The project, which began in 2011, was implemented by Black & Veatch Special Projects Corp. under contract number 306-C-00-11-00506-00. The project's primary objective was to increase the availability and reliability of electricity in the Kandahar and Helmand provinces. Component 3 of the KHPP focused on Program Support and Program Management, which involved providing logistical and administrative support to the project. This included managing the project's camps, residential and work compounds, and living quarters for personnel. The component also involved operating and maintaining the camps, providing life support services, and ensuring security for the project. The project's organizational structure consisted of a Project Management Office (PMO) in Kandahar and Kabul, which were responsible for overseeing the project's execution. The PMO was supported by a team of contractors and subcontractors who provided various services, including security, logistics, and maintenance. The project's execution involved the construction of several camps and residential compounds, including the Kandahar PMO offices and living units at AMTEX Village, Kabul PMO offices and living units at rented guest houses and the Baron Hotel, and the Kajaki Dam Camp. The project also involved the operation and maintenance of the camps, including life support services, security, and logistics. The project's security plan and incident reports are documented in the report, which highlights the challenges faced by the project team in maintaining security in a high-risk environment. The report also discusses the project's safety and health programs, quality control program, and environmental control measures. The project's physical completion was documented through a photo album, which is attached to the report. The report also includes a statement of no patents, royalties, or classified materials, as well as a value engineering changes section and an enhancing best practices section. The report concludes with an impact assessment of the project, which highlights the project's achievements and lessons learned. The report also includes a development experience clearinghouse section, which provides an overview of the project's experience and lessons learned. The project's budget and expenditures are summarized in the report, which highlights the project's financial performance and compliance with USAID regulations. The report also includes a government property summary and a final schedule, which provides an overview of the project's completion status. Overall, the KHPP Closeout Report provides a comprehensive overview of the project's execution, achievements, and lessons learned. The report highlights the project's challenges and successes, and provides valuable insights for future projects in similar environments.
