Abstract
This model aims to contribute to the USAID's goal of creating 100 million readers worldwide by targeting capacity building of government school teachers to develop reading skills among Grade 1 and 2 students in public schools of Sindh. The model was adopted by the Sindh Reading Program (SRP) under a contractual agreement with Chemonics International. SRP was launched in January 2014 as a sub-component of SBEP, a five-year initiative worth $155 million funded by USAID. The program aims to support the Government of Sindh in increasing and sustaining the enrollment of children in primary, middle, and secondary schools. The SRP model targets critical issues in teaching early-grade reading skills through two main interventions: providing monthly On-The-Job coaching support to teachers and conducting formative assessments for informed planning. The coaching support is designed to enhance teachers' skills and confidence in teaching reading skills, while the formative assessments aim to identify areas of improvement and inform targeted interventions. The Cluster Based OTJ Coaching Support Model involves a team-based approach, with multiple stakeholders playing critical roles. These include Guide Teachers (GTs), Field Mentors (FMs), District Focal Persons (DFPs), Early Learning and Literacy Advisors (ELLAs), and Master Trainers (MTs). Each of these roles has specific responsibilities and tasks, which are outlined in the proposal. The proposal outlines a detailed field implementation structure, including a proposed field organogram, data management and reporting procedures, and a schedule of activities for Guide Teachers and Field Mentors. The proposal also includes annexes that provide additional information on cluster formation, school selection criteria, teacher selection criteria, and roles and responsibilities of various stakeholders. The Cluster Based OTJ Coaching Support Model is designed to be implemented in a phased manner, with a focus on achieving specific outcomes and milestones. The model aims to improve the reading skills of Grade 1 and 2 students in public schools of Sindh, with a focus on increasing the number of readers and improving the quality of education. The model's success will be monitored and evaluated through regular assessments and evaluations, which will inform targeted interventions and improvements.
