The Community-Based Avian Influenza Control Project continued to work intensely from January through March 2010, largely wrapping up program activities by the end of the period.

Abstract
The project focused on western Java, where nearly 28% of the population of Indonesia resides, and this area accounts for more than 70% of all confirmed human and bird flu infections in the country. Community mobilization and market risk reduction initiatives, integrated behavior change communications, and local government advocacy expanded coverage of community-based bird flu surveillance and control, with an aim towards sustainability. The community empowerment program expanded local level capacity for bird flu surveillance, and the commercial poultry sector partnership program improved biosecurity and management practices in participating broiler and layer farms. Monitoring and evaluation efforts tracked the progress of these interventions, including the training of 121 village AI team members and 930 Desa Siaga health cadres. The CBAIC commercial poultry sector partnership program fully engaged new partner JAPFA, the second largest industrial poultry producer in Indonesia, and trained 69 JAPFA technical staff and 94 Sector 3 farm supervisors in biosecurity and best management practices. Community events and mass media campaigns continued to support project objectives, with the CBAIC campaign reaching an estimated 159 million Indonesians nationwide. The project contributed to USAID avian influenza objectives by supporting government of Indonesia control work, improving community-level reduction of bird flu transmission between animals and from animals to people, and designing effective behavior change communication interventions. This combination of initiatives is well-suited to reduce animal and human cases of bird flu in Indonesia.
