The Community Development and Licit Opportunities (CDLO) Activity is a USAID-funded project aimed at promoting economic development and reducing illicit activities in Colombia.

Abstract
The project began in 2017 and is implemented by Tetra Tech. The CDLO Activity focuses on three main areas: traditional economy, non-traditional economy, and transition zones. In the traditional economy sector, the project aims to improve the livelihoods of rural communities through the development of sustainable agriculture practices, livestock production, and the promotion of local markets. The project has established partnerships with local organizations, such as the Asociación de Acuicultores de Caqueta (ACUICA), to support the development of aquaculture and fisheries. In the non-traditional economy sector, the project focuses on promoting entrepreneurship and job creation through the development of small and medium-sized enterprises (SMEs). The project has established a business incubator and provided training and technical assistance to SMEs, resulting in the creation of over 200 new jobs. In the transition zones, the project aims to promote economic development and reduce illicit activities through the establishment of territorial development plans and the promotion of sustainable agriculture practices. The project has established partnerships with local organizations, such as the Fundación Para la Inversión Social (FIS), to support the development of sustainable agriculture practices and the promotion of local markets. The CDLO Activity has made significant progress in the first quarter of FY 2020, with a total of 22 interventions implemented across the three sectors. The project has also established partnerships with 15 local organizations and has provided training and technical assistance to over 500 beneficiaries. The project's progress is measured against 12 indicators, including the number of jobs created, the number of SMEs established, and the amount of investment attracted to the region. The project has achieved significant progress in all of these areas, with a total of 200 jobs created, 50 SMEs established, and over $1 million in investment attracted to the region. The CDLO Activity has also established a communications and outreach plan to promote the project's activities and results to local stakeholders. The plan includes the establishment of a website, social media accounts, and a newsletter to keep stakeholders informed about the project's progress. The project's budget for the first quarter of FY 2020 was $1.2 million, with a total of $4.8 million allocated for the entire fiscal year. The project has also established a system for tracking and monitoring expenses, with a total of $1.1 million spent during the first quarter. The CDLO Activity has planned several major interventions for the next quarter, including the establishment of a business incubator in the city of Cali and the promotion of sustainable agriculture practices in the department of Antioquia. The project has also established partnerships with several local organizations to support the development of SMEs and the promotion of local markets. Overall, the CDLO Activity has made significant progress in the first quarter of FY 2020, with a total of 22 interventions implemented across the three sectors.
