Abstract
The report presents progress against the CDLO's Annual Work Plan (AWP) 2018, as outlined in USAID Contract No. AID-514-H-17-00002. CDLO's central office in Bogota is fully staffed, and its four regional offices are operational. The CDLO regional teams have developed and submitted 16 activity fichas, which have received USAID approval for implementation in identified regional corridors of focus. Additionally, 26 new activities will be presented at the next quarter's Espacios Territoriales de Evaluación (ETEs) scheduled for early July. During the quarter, 59 Annual Program Statement (APS) applications passed an initial filter, with 11 progressing to the next technical evaluation stage. Two complete APS contracts were in the final stage of approval, totaling $1,578,768. The CDLO program has required constant adjustment and fine-tuning as it gains traction in the field and increases interaction with local governments, territorial stakeholders, and Local Solution Partners (LSPs). The report highlights the emergency situation at the Hidroituango dam in the Department of Antioquia, which resulted in a near breach and potential collapse of the structure. This incident significantly impacted CDLO operations in the Bajo Cauca municipalities of Tarazá, Valdivia, and Cáceres, delaying the implementation of infrastructural activities related to Plan Antioquia. As a result, the regional team redirected programming efforts to the department of Córdoba, specifically the municipalities of Tierralta, Montelíbano, and Puerto Libertador. The CDLO Activity has made steady progress towards achieving AWP objectives for the period. The regional teams have developed and submitted activity fichas, and new activities will be presented at the next quarter's ETEs. The program has required adjustments and fine-tuning as it gains traction in the field and increases interaction with local stakeholders.
