Abstract
under Contract No. AID-OAA-I-15-00017, Order No. AID-514-TO-17-00010, with the objective of contributing to the USAID Reconciliation Activity, the Program of Alliances for Reconciliation (PAR). The project aims to increase PAR's capacity for decision-making and adaptive management in complex environments through reliable and timely information and analysis. During the first quarter of FY2020, which spans from October 1, 2019, to December 31, 2019, C-AME conducted various activities, including data collection for the Developmental Evaluation (DE) four, monitoring activities, and performance evaluation. The DE four focused on national implementing partners such as Corporación Reconciliación Colombia (CRC), Fundación Asociación Nacional de Empresarios de Colombia (F. ANDI), and Centro Nacional de Memoria Histórica (CNMH), and their performance in several municipalities. C-AME collected 84 reconciliation perception surveys in five municipalities, including Medellín, San Carlos, Mesetas, Puerto Rico, and Bogotá. The surveys were conducted among PAR direct beneficiaries, implementing partners, and context actors. The data collected will be used to inform decision-making and adaptive management in complex environments. The C-AME team also conducted semi-structured interviews with PAR managers to clarify findings regarding the detail-level of the following-up PAR does with national partners, the transfer of the reconciliation approach, and the mainstreaming of the gender and social strategy at every project level. These interviews were important to identify actions to improve the ways that PAR implements its programs. In addition to these activities, C-AME submitted several contract deliverables, including the Iteration and Lessons Learned Report, the November Newsletter, the Developmental Evaluation Four, and the Communication tool on AFRICOLMENAS. The C-AME team also included two project's sub-activities in the Monitor (USAID information system) to show more specific information about municipalities and resources invested in the complexity-aware monitoring and evaluation activities. The Progress Matrix, which is a table that provides an overview of DI's progress on the individual activities under C-AME, shows that the project has made significant progress in carrying out its annual work-plan. The matrix highlights the planned activities, the progress made during the quarter, and the resulting products. The DE four, which was submitted on December 18, 2019, presents a thoughtful context analysis, pointing out important issues for PAR to take into account, such as climate factors, productive characteristics of territories for agricultural projects, and youth vulnerability. The DE also makes a series of recommendations in strategic strands, such as programmatic areas, to improve public alliances and some suggestions towards sustainability. Finally, the DE analyzes the theory of change and proposes adjustments based on findings. Overall, the C-AME project has made significant progress in its first quarter, and the data and information collected will be used to inform decision-making and adaptive management in complex environments. The project's objective of increasing PAR's capacity for decision-making and adaptive management in complex environments is well on track to being achieved. The C-AME project has a strong focus on gender and social inclusion, and the data collected during the quarter highlights the importance of mainstreaming these approaches in all project activities.
