Abstract
The activity is implemented by Democracy International, Inc. (DI) and focuses on contributing to the Reconciliation Activity, a program led by ACDI/VOCA. In the second quarter of FY2020, C-AME completed the fourth iteration of the developmental evaluation (DE) and began work on the fifth iteration. The team conducted data collection activities in municipalities under the scope of the DE, including Maicao, Cúcuta, and Arauca. C-AME also collected surveys to update performance indicators in the same territories. The fifth iteration of the DE focused on selected projects of the Program of Alliances for Reconciliation (PAR), with a special attention on migration in border zones. C-AME validated the selection of these projects with PAR and USAID, based on mutually agreed criteria and the geographic scope of C-AME's annual work plan. As a result, the team conducted five focus groups and nine semi-structured interviews to collect information for use in DE 5. C-AME also submitted several contract deliverables, including the C-AME Newsletter - Vol. II, Issue 7, which focused on "Buenaventura: Memory as a mechanism for reconciliation." Additionally, the team submitted the Quarterly Report, FY2020 Q1, and the C-AME Newsletter - Vol. III, Issue 3, which explored "Reconciliation through Agricultural Productive Partnerships." The team held a main presentation to USAID in Colombia and the PAR team on the fourth iteration of the DE, highlighting main lessons learned and recommendations from projects under the lens of the research in five municipalities. C-AME also presented key findings and recommendations to enhance the implementation of projects led by national implementing partners. In terms of institutional articulation, USAID facilitated a collaborative space between C-AME and the USAID/Colombia's Monitoring, Evaluation, and Learning (MEL) Activity, implemented by the Panagora Group. The main goal of this meeting was to share information on the methodologies used by C-AME and MEL, and to identify joint efforts and broader lessons learned that could be applied to the Mission as a whole. C-AME also started planning exercises and data collection activities for the fifth iteration of the DE, holding planning meetings with PAR's leadership to select municipalities and criteria for prioritizing PAR's projects. The team collected data in Arauca, Maicao, and Cúcuta, and conducted 58 surveys, mainly from PAR implementing partners and implementing partners in these municipalities. As of the end of the reporting period, Colombia was under lockdown due to the novel coronavirus pandemic, which necessitated the halt of planned travel for fieldwork outside of Bogota. C-AME was in communication with the USAID and others to revise the annual work plan and develop a contingency plan to complete required deliverables on a new timeframe. The C-AME team collected information from 64 individuals, including 40 women and 24 men, through five focus groups and nine semi-structured interviews. The team also collected 58 surveys from PAR implementing partners and implementing partners in the municipalities of Arauca, Maicao, and Cúcuta. C-AME's overarching objective is to contribute to USAID's Reconciliation Activity by increasing its capacity for decision-making and management in complex environments.
