Abstract
Implemented by DAI, the program works primarily with Attorneys General Offices (AGOs) and State Courts to address impunity of high-priority crimes. ConJusticia's approach focuses on developing capacities in justice stakeholders to enhance their performance and collaboration, leading to improved prosecution, accountability, and citizen confidence in the justice sector. The program's Systemic Justice Model, developed over the first three years, will be consolidated and knowledge transferred to justice sector counterparts and strategic allies in Year 4. This will enable the sustainability of the model to strengthen the CJS. ConJusticia will anchor the various tools, models, and methodologies implemented during the first three years in its justice sector counterparts, grantees, and local actors. The program will also complete the process of curating its Systemic Justice Model and advance in the transfer of its approaches, methodologies, and tools to counterpart institutions and strategic allies. Throughout Year 4, ConJusticia will continue to adapt its technical implementation strategically through the application of the Thinking and Working Politically (TWP) approach. The program will also carry out studies under the framework of Political Economy Analysis (PEA) and its Institutional Maturity Model (IMM) to compare with baselines established in previous years. In areas of Gender Equality and Social Inclusion (GESI), the program will scale-up its technical implementation to expand the number of activities that focus specifically on indigenous and LGBTQI+ populations, among other target groups in vulnerable situations. ConJusticia will provide technical assistance related to petty drug dealing as a high-priority criminal phenomenon under the framework of Criminal Prosecution Policies (CPPs). The program will document and monitor this criminal phenomenon at the state-level together with its counterpart AGO. Gender-based violence (GBV) is a key priority in target states, and ConJusticia will support AGOs in multiple target states as they continue to address prioritized crimes that affect women and girls. The program's work plan for Year 4 is structured around three primary Objectives: Objective 1 focuses on consolidating the Systemic Justice Model and knowledge transfer; Objective 2 addresses the expansion of technical implementation across target states; and Objective 3 focuses on scaling-up activities in areas of GESI. ConJusticia's adaptive management and sustainability approach will ensure the long-term impact of the program's interventions. The program's management plan outlines the organizational structure, staffing, and risk mitigation strategies to ensure the successful implementation of the work plan. The ConJusticia program operates in a complex and dynamic environment, and its adaptive management approach will enable it to respond to changing circumstances and priorities. The program's focus on sustainability and knowledge transfer will ensure that its interventions have a lasting impact on the Mexican CJS.
