Abstract
The program aimed to strengthen the capacity of the Secretaría Nacional Anticorrupción (SENAC) and the Unidad de Transparencia y Anticorrupción (UTA) in promoting transparency and combating corruption. The program consisted of three components: Component 1 focused on strengthening the Comités de Rendición de Cuentas del Ciudadano (CRCC), Component 2 aimed to enhance the capacity of public institutions in preventing corruption, and Component 3 supported the implementation of the Plan Nacional de Integridad, Transparencia y Anticorrupción. The program included the development of a diagnostic study of the current situation of the CRCC, a comparative study of systems of accountability based on international models, and the organization of workshops for CRCC members and civil society organizations. The study identified several challenges facing the CRCC, including limited capacity, inadequate resources, and lack of coordination. The program also included the development of a risk mapping tool to identify areas of vulnerability to corruption in public institutions. The tool was applied to several institutions, including the Auditoría General de la República, the Dirección Nacional de Aduanas, and the Ministerio de Hacienda. The results of the risk mapping exercise highlighted several areas of concern, including inadequate internal controls, lack of transparency, and inadequate training for personnel. The program also supported the development of a system of monitoring and evaluation to track progress in implementing the Plan Nacional de Integridad, Transparencia y Anticorrupción. The system included a dashboard to track progress and a system of information to support decision-making. The program concluded that the CRCC had made significant progress in strengthening their capacity, but still faced several challenges, including limited resources and inadequate coordination. The program also concluded that the risk mapping tool had been effective in identifying areas of vulnerability to corruption in public institutions, and that the system of monitoring and evaluation had been effective in tracking progress in implementing the Plan Nacional de Integridad, Transparencia y Anticorrupción.
