Consultoría de apoyo a la Sala Penal de la CSJ, mediante el fortalecimiento de la Dirección de Política Criminal del Ministerio Público

The initiative aimed to improve the institution's management related to crime levels and facilitate the development of public policies. The objectives included developing organizational actions to enhance the Dirección de Política Criminal's management capacity, supporting the organization and management of analysis on crime data, and facilitating the formation of human resources in policy criminal and institutional management. The methodology involved two stages: the first stage focused on data analysis and proposal development, while the second stage involved the transfer of experiences and knowledge. The first stage included the analysis of the Dirección de Política Criminal's organizational situation, the collection of data from primary and secondary sources, and the development of proposals to strengthen the institution's management. The analysis revealed the need to improve the horizontal structure of the institution, elevate the quality of administrative processes, and strengthen the control system. The proposal included the creation of matrices to analyze the penal process, the development of profiles and protocols for management, and the establishment of a system to collect and process statistical data. The Dirección de Política Criminal was recommended to be located within the Gabinete Fiscal to unify structural criteria and maintain its internal structure. The proposal also included the development of profiles and protocols for management in various circuits, such as the reception and analysis of denuncias, the reception and analysis of denuncias in Fiscalías de Delitos Ordinarios, and the collection and processing of statistical data. The initiative resulted in a proposal and agenda of themes to guide the actions of the Dirección de Política Criminal, in coordination with the Oficina Técnica de la Sala Penal de la Corte Suprema de Justicia. The report presented the final document that compiled all the work done and systematized the general experience.
