Abstract
Despite its importance, the JEM lacked a Reglamento Interno (RI) until 2019, leaving a significant number of topics unregulated and creating a fertile ground for arbitrariness and other institutional practices detrimental to the construction of a democratic and republican culture. To address this issue, the Programa de Democracia y Gobernabilidad (PDG) of the Agencia de los Estados Unidos para el Desarrollo Internacional (USAID/Paraguay) implemented a consultoría to support the JEM in the elaboration of a draft RI. The consultoría was led by Consultor Jorge Rolón Luna and involved a collaborative process with the JEM's area jurídica and other stakeholders. The objective of the consultoría was to propose and agree on a draft RI with the JEM, which would improve the institution's labor and contribute to a more transparent and accountable governance. The methodology employed included the recopilación and análisis of legal instruments regulating the JEM's labor, interviews with JEM's area jurídica and other stakeholders, and consultations with CEAMSO. The activities developed during the consultoría included the reading and analysis of the JEM's legal framework, intercambio of ideas with JEM's area jurídica, interviews with selected stakeholders, and the redacción of a first and second draft of the RI. The final version of the draft RI was agreed upon through a meeting with JEM's referentes. The results of the consultoría include the completion of a final draft of the RI for the JEM, which was achieved through a collaborative process with the JEM's area jurídica and other stakeholders. The next steps include the delivery of the Informe Final and the document object of the contract, as well as the follow-up on the approval and effective application of the RI. The logros of the consultoría include the completion of a final draft of the RI for the JEM and the agreement on the text final of the draft RI with the JEM's referentes. However, the desafíos faced during the consultoría include obtaining the approval of the text final of the draft RI and ensuring that the RI is an effective legal instrument. The consultoría involved a total of 2 institutions and 4 participants, including the Asesoría Jurídica and Secretaría General del JEM, and CEAMSO. The consultoría was completed in April 2019, and the final draft of the RI was agreed upon through a meeting with JEM's referentes.
