Abstract
The program aims to improve the effectiveness of the Paraguayan government in developing its institutional and human resources capacity, as well as consolidating transparency and accountability mechanisms. As part of this program, a consultancy was contracted to provide technical assistance to the Dirección General de Recursos Humanos (DGRRHH) of the Ministerio de Salud Pública y Bienestar Social (MSPyBS). The consultancy aimed to strengthen the management and development of personnel in the institution. The consultancy involved an analysis of the legal and normative framework of the DGRRHH, as well as a proposal for adjustments to the structure and functioning of the institution. The analysis included an examination of the historical development of the DGRRHH, including the creation of the Ministerio de Salud Pública in 1936 and the establishment of the new organizational structure of the MSPyBS in 1998. The proposal for adjustments to the structure and functioning of the DGRRHH included a new organizational structure, a manual of organization and functions, and a list of positions and codes. The proposal also included a base legal framework for the manual, which was established by the Resolución S.G. Nº 456/2012. The methodology used for the consultancy included a series of meetings with the Director General of the DGRRHH, as well as with the directors of the different areas of the institution. The consultancy also involved the reception of documentation from the different areas of the institution, as well as the elaboration of a format for the manual of organization and functions. The consultancy aimed to strengthen the management and development of personnel in the DGRRHH, as well as to improve the effectiveness of the institution in providing services to the public. The proposal for adjustments to the structure and functioning of the DGRRHH was based on an analysis of the legal and normative framework of the institution, as well as on the needs and requirements of the institution. The manual of organization and functions of the DGRRHH was updated to reflect the new organizational structure and the changes in the functions and activities of the institution. The manual included a list of positions and codes, as well as a base legal framework for the institution. The consultancy was part of the Programa de Democracia y Gobernabilidad, which aimed to improve the effectiveness of the Paraguayan government in developing its institutional and human resources capacity, as well as consolidating transparency and accountability mechanisms. The consultancy was financed by USAID and managed by CEAMSO.
