Abstract
This initiative is part of the project "Consultoría de Apoyo a la Secretaría de la Función Pública-SFP para el fortalecimiento de la Gestión y el Desarrollo de Personas en la institución," supported by the USAID-CEAMSO Program of Democracy and Governance. The program aims to design a work-study program for university students, promoting their involvement in public service and contributing their talents, skills, and technical knowledge. This initiative is aligned with the SFP's mission to provide technical norms, advise institutions on management and human development policies, and promote the implementation of public function laws. The program's objectives are to attract young professionals, develop their labor skills, and contribute to the improvement of the state. It is a tool for professional development, allowing students to apply and develop their competencies in the service of the country. The program also seeks to provide a significant experience and effective learning, with a focus on integrating students into the SFP's initiatives and work team. The program's operational concept involves the Dirección de Gestión y Desarrollo de Personas (DGDP) as the responsible entity for implementing the program. The DGDP will coordinate the processes, including the selection and evaluation of participants, and will provide support and accompaniment to the students during their stay. The program's main responsibilities include ensuring the necessary conditions for the students' activities, monitoring the program's participants, and evaluating the program periodically to make adjustments as needed. The program's implementation will be coordinated with the INAPP and universities, as required. The program's design is based on the Índice de Gestión de Personas (IGP), which is a tool for evaluating the management of human resources in public institutions. The IGP is used to identify areas for improvement and to develop strategies for strengthening the management of human resources. The program's implementation will contribute to the development of the SFP's capacity for management and human development, as well as to the improvement of the state's management and public services. It will also provide an opportunity for university students to gain experience and develop their skills in the public sector. The program's success will depend on the effective implementation of its design and the coordination of its activities with the SFP's initiatives and work team. The program's evaluation will be an essential component of its implementation, as it will allow for the identification of areas for improvement and the development of strategies for strengthening the program. The program's geographic focus is on Paraguay, and its context is the country's public sector. The program's timeframes are not specified, but it is expected to be implemented in the short and medium term. The program's recommendations are not provided, but it is expected that the program's implementation will contribute to the improvement of the state's management and public services. The program's implementation will be coordinated with the SFP's initiatives and work team, as well as with the INAPP and universities. The program's evaluation will be an essential component of its implementation, as it will allow for the identification of areas for improvement and the development of strategies for strengthening the program.
