Abstract
The consultancy aimed to cooperate with the institutional strengthening of the RDT to improve its organizational structure and continuity perspectives. The general objective of the consultancy was to promote lines of action that enable the application and sustainable pursuit of projects and opportunities in the areas of action of the Red Democracia y Transparencia. Specific objectives included determining the necessary recommendations to strengthen the organization at the institutional level. To achieve the objectives, the consultant conducted the following activities: a process of strategic planning based on the realization of two participatory workshops for the construction of purpose, organizational structure, and funding capture systems. The workshops were held on June 22 and 29, 2020. The consultant also conducted research on reference networks in the thematic area and developed a sustainability model adjusted to the needs of the network. The methodology of work proposed a strategic vision and planning adapted to the context, incorporating an integral perspective and cultural perspective, focused on achieving results. The workshops were designed by experts in facilitation, aimed at promoting high-impact conversations through generative dialogues that led to the planning of actions oriented towards quality results from a strategic vision and planning adapted to the context. The methodology used in the workshops consisted of creating conditions that enabled dialogue in a safe space. The Red Democracia, Transparencia y Rendición de Cuentas Paraguay (RDT) is an alliance of organizations and entities of the organized civil society, formed to articulate efforts and cooperate in initiatives or actions of common interest, related to strengthening the commitment and incidence with Transparency and Accountability in the democratic and social state model. The RDT was formed on November 28, 2017, and its members signed the constitutive charter on May 30, 2019. Its VISION is to constitute itself as a reference network of civil society in Paraguay and Latin America and the Caribbean, for its capacity to articulate social participation for incidence in public policies and contribution to public management transparent in solid democracies, where organizations participate in decision-making and accountability. The RDT has opted for a governance ad honorem, with a Board of Directors composed of representatives from member organizations. The Board is responsible for making decisions and guiding the network's activities. The RDT has established a set of values, principles, and lines of action that guide its work and decision-making processes. The RDT has established a set of values, including transparency, responsibility, equality, equity, solidarity, cooperation, democracy, and non-discrimination. The network has also established a set of principles, including voluntary adhesion, autonomy, and independence, acceptance of differences in thought, education for participation and social incidence without discrimination, cooperation, democratic coordination, consensus for decisions, and corresponsability in financing. The RDT has established a set of lines of action, including participating and inciding in the culture of transparency and the democratic model, developing mechanisms to strengthen the capacities of organizations and citizens in the culture of transparency and democracy, connecting with local and international networks, and installing corresponsability in mobilization and financing. The RDT has assumed its connection with the ODS Agenda 2030, focusing on objectives 16 and 17, which aim to promote just, peaceful, and inclusive societies and to revitalize the Global Alliance for Sustainable Development. The RDT was formed in the framework of the execution of the Democracy and Gobernability Program, implemented by CEAMSO with the objective of strengthening the capacity of key government institutions, increasing transparency, and fighting corruption.
