Matching grant to Overseas Education Fund International (OEF) to enhance the capacity of indigenous organizations in Costa Rica, Honduras, Senegal, The Gambia, Mali, Niger, and Somalia to promote women"s participation in agriculture and small enterprise development.

Abstract
OEF will: (1) train extension and field workers; (2) initiate institution building measures; and (3) conduct regional policy forums and meetings. OEF will conduct monthly training of trainers workshops for a total of 270 field workers from indigenous private and governmental organizations, such as women"s groups, community development organizations, and Ministries of Rural Development or Education. The workshops will cover such areas as feasibility studies, marketing, credit mechanisms, and small enterprise management. OEF will also promote trainer support groups that meet on a regular basis to discuss training issues. Institution building activities will consist of identifying and strengthening 75 private organizations with the potential for promoting women"s participation in agriculture and small enterprise development. OEF will provide training, seminars, workshops, and consultations in areas such as strategic planning, resource mobilization, and project management. Participants from OEF"s Women, Law, and Development program will serve as resource persons for a series of regional seminars that will enable members of local organizations to analyze their policy environment and determine collective initiatives. Finally, at least two major publications (case studies and/or technical manuals) will be prepared by OEF over the life of project.
