Matching grant to the World Relief Corporation to strengthen the capabilities of counterpart evangelical agencies in 9 countries - the Philippines, Papua New Guinea, Sri Lanka, Kenya, Upper Volta (now Burkina Faso), Mali, Haiti, Honduras, and Bolivia - to promote development services at the community level.

Abstract
Specifically, the program will establish management training capacities, provide consultation in institutional development, cover initial operational and project costs, and develop 3-year plans in the areas of finance, management, operations, and program development. An average of 11 small- to medium-sized projects per agency will be implemented in whole or in part. By the end of the grant period, each agency will have a plan for financial survival independent of the A.I.D. matching grant and be sufficiently developed to qualify for funding from international and governmental or nongovernmental agencies.
