in partnership with several organizations. The project aims to increase the use of priority health services, particularly among women, girls, poor, and rural populations, in developing countries. The project's overall goal is to improve the health of populations by expanding access to healthcare through strengthened governance and financing systems in the health sector. The project's objectives are aligned with the PEPFAR strategy in Côte d'Ivoire, which focuses on combating HIV/AIDS through prevention, treatment, and care for orphans and vulnerable children. The HFG project addresses the need for improving capacity development by focusing on human resources for health (HRH), health financing (HF), and improving accountability and governance. The project partners with the Ministry of Health and Public Hygiene (MSHP) and various MSHP departments, Technical Working Groups (TWG), School of Medicine, and National Health personnel training schools to achieve its objectives. The project's performance monitoring plan (PMP) describes the performance measures used to monitor implementation of project activities in Côte d'Ivoire and measure achievements against planned targets. The PMP outlines the project's goals, key project activities, and expected results, as well as performance indicators and procedures for data collection, data management, data quality assurance, and analysis, data reporting, use, and dissemination, and an evaluation plan. Monitoring and evaluation (M&E) is an integral performance management tool for the HFG project, used to not only monitor project performance but also to inform the project's implementation approach and future programming. The PMP was designed to ensure programmatic excellence and integrity throughout project implementation, track whether the project was moving in the right direction, and encourage learning within the project team and among key stakeholders and partners on the links between health financing and governance investments and access to and utilization of priority health services in Côte d'Ivoire. The project's performance indicators are formulated to measure progress towards its objectives, including the use of priority health services, improved governance and financing systems, and increased access to healthcare. The indicators are summarized in a performance indicator summary table and reference sheets, which provide a detailed description of each indicator and its corresponding targets. The project's implementation approach is aligned with USAID/Côte d'Ivoire's priorities, and it works closely with the Ministry of Health and Public Hygiene (MSHP) and various MSHP departments, Technical Working Groups (TWG), School of Medicine, and National Health personnel training schools to achieve its objectives. The project's M&E approach is designed to ensure programmatic excellence and integrity throughout project implementation, track whether the project is moving in the right direction, and encourage learning within the project team and among key stakeholders and partners. The project's geographic focus is Côte d'Ivoire, and its timeframes are from 2018 to 2024. The project's recommendations are based on its performance monitoring plan and are intended to inform future programming and implementation of the project.
