Abstract
This initiative involves three strands of work: cross-country comparisons, documentation, and knowledge building. The goal is to combine these strands to gain a deeper understanding of the policy-practice-research cycle and its implications for educational quality. The policy-practice-research cycle is a key concept in this context, referring to the interactions between policy, practice, and research. This cycle involves the development of policies, the implementation of practices, and the collection of research data. The IEQ project aims to examine this cycle in three countries: Ghana, Guatemala, and Mali. By comparing the policy-practice-research cycles in these countries, researchers can identify similarities and differences in approaches and accomplishments. The project proposes a framework for cross-country comparisons, focusing on the policy-practice-research cycle. This framework involves describing and analyzing each step in the cycle, as well as the links between each pair of steps. The research questions are organized under three headings: policies, practices, and research. These questions aim to explore the goals and strategies of national-level reforms, the perception of the IEQ project by individuals and organizations, and the involvement of various stakeholders in shaping policy. Research questions about policies include inquiries into the goals and strategies of national-level reforms, the perception of the IEQ project, and the involvement of various stakeholders in shaping policy. These questions also explore the information that influences policy and planning decisions, such as economic and political situations, and the findings from classroom-anchored research. Research questions about classroom practice focus on the instructional resources available in different classrooms, the use of these resources by teachers and students, and the nature of adult and student activities. These questions also examine the roles of school, district, and national level administrators, parents, and IEQ researchers in relation to what teachers and students do in classrooms. Research questions about research explore the planning decisions made about each aspect of classroom-anchored research, including the selection of research questions, the collection of data, and the analysis of findings. These questions also examine the dissemination of research findings and their impact on classroom practice. The IEQ project aims to build knowledge and inform policy and practice through cross-country comparisons, documentation, and knowledge building. By examining the policy-practice-research cycle, researchers can identify best practices and areas for improvement, ultimately contributing to improved educational quality.
