Abstract
The framework was approved on July 30, 2013. The primary objectives of the framework were to improve governance in response to citizen concerns, increase gender equality, raise awareness of USAID's programs, and enhance Pakistan's development capacity. Key indicators for achieving these objectives included increasing sustainable energy supplied to the economy, improving the economic status of target populations, and enhancing stability in target areas. Additionally, the framework aimed to improve opportunities for learning and work, as well as maternal and child health outcomes in target areas. To achieve these goals, several intermediate results were identified, including increased energy supply, improved energy sector governance, and improved economic performance of target enterprises. Implementation of the framework focused on several key areas, including governance, economic growth, education, and health. In the governance sector, the framework aimed to improve the legitimacy of state authority, essential services delivery, economic opportunities expansion, and attitudes and behaviors that enhance stability. In the economic growth sector, the framework sought to improve the business enabling environment, economic performance of target enterprises, and access to integrated family planning and maternal and child health services. The framework also emphasized the importance of education, with intermediate results including improved educational opportunities, quality of education, and accountability in education. In the health sector, the framework aimed to improve household hygiene practices, strengthen the health system, and increase access to integrated family planning and maternal and child health services. By achieving these intermediate results, the USAID/Pakistan Mission Strategic Framework aimed to contribute to a more stable, democratic, and prosperous Pakistan.
