Abstract
The project aims to improve the efficiency and effectiveness of the Program Management and Implementation Unit (PMIU) to manage and implement SBEP in an effective and transparent manner. The staff rationalization analysis was conducted in February 2016 to June 2016 to provide a rationale for the existing human resource in PMIU. The analysis aimed to shape the organizational structure by removing duplication, redundancies, and blind spots, and to determine the optimum staffing level as per the needs of the organization. The analysis covered the following sub-dimensions: structural analysis, workforce analysis, placement analysis, and skills analysis. The findings from the analysis revealed that the Program Director (PD) was covering for six positions, including four positions above or equivalent to Program Manager Level. The analysis recommended prioritizing the hiring of a Deputy Program Director to balance the workload of the Program Director. Additionally, the analysis suggested appointing a Program Manager Support Services on a full-time basis to strengthen the support service area. The analysis also identified workload issues due to unfilled positions, including seven managerial positions that were vacant as of the end of the fieldwork. The analysis recommended filling the positions of Senior Procurement Officer, HR Manager, Director Regional Office, and Assistant Internal Auditor to address the workload issues. Furthermore, the analysis identified redundant positions, including the Deputy Program Director position, which seemed to be a duplicate of the Program Director position. The analysis recommended enriching the role of the Deputy Program Director to strengthen the PMIU with segregation of responsibilities. Additionally, the analysis recommended withdrawing two of the three administration positions and one of the two accounts positions, which were deemed redundant. The analysis suggested transferring the manpower assigned to the annulled positions to other areas, such as HR Assistant and field staff in the community mobilization area. The analysis aimed to provide a rationale for the existing human resource in PMIU and to suggest recommendations for improving the efficiency and effectiveness of the organization. The SCDP project aims to strengthen the capacities, systems, and policies of the Education and Literacy Department (E&LD) to improve education services in conjunction with education reforms in Sindh. The project's objectives include improving the efficiency and effectiveness of PMIU, strengthening the effectiveness and impact of SBEP, facilitating the systematic generation of knowledge on education challenges and innovative interventions, and strengthening capacities, systems, and policies of E&LD. The project's implementation efforts are focused on achieving these objectives, and the staff rationalization analysis is an essential component of this effort. The analysis provides a rationale for the existing human resource in PMIU and suggests recommendations for improving the efficiency and effectiveness of the organization.
