Abstract
The D2AC is a structured approach to assessing and improving TB programs, with the goal of increasing the effectiveness of TB control efforts. The D2AC framework is based on a conceptual model that outlines the key components of a TB program, including governance, financing, human resources, service delivery, and monitoring and evaluation. The framework is organized around a continuum of levels, ranging from "no action" to "sustained action," with intermediate levels representing different stages of progress towards sustained action. The D2AC toolkit is a comprehensive resource that provides guidance on how to implement the D2AC framework in a country. The toolkit includes a user guide, a data collection tool, and a scoring system for assessing the level of action in each domain. The user guide provides an overview of the D2AC framework and the toolkit, as well as step-by-step instructions for implementing the D2AC assessment process. The D2AC assessment process involves several key steps, including country selection, stakeholder engagement, workshop design and planning, and data collection and analysis. The process is designed to be flexible and adaptable to the needs of each country, with the goal of providing a tailored assessment and recommendations for improvement. The D2AC toolkit includes a range of tools and resources to support the assessment process, including a data collection instrument, an analysis matrix, and an analysis dashboard. The toolkit also includes a suggested list of participants for the workshop, a suggested workshop agenda, and a priority actions worksheet. The D2AC framework and toolkit have been developed in collaboration with a range of stakeholders, including TB programs, implementing agencies, and technical partners. The framework and toolkit are designed to be used in a variety of settings, including national TB programs, regional offices, and local health facilities. The D2AC framework and toolkit are part of a broader effort to support countries in their efforts to end TB. The framework and toolkit are designed to be used in conjunction with other TB control tools and resources, including the Global TB Strategy and the WHO End TB Strategy. The D2AC framework and toolkit have been tested and validated in several countries, including Ghana and Nigeria. The results of these tests have shown that the framework and toolkit are effective in assessing and improving TB programs, and that they can be adapted to the needs of different countries and settings. Overall, the D2AC framework and toolkit provide a comprehensive and structured approach to assessing and improving TB programs. The framework and toolkit are designed to be used in a variety of settings, and can be adapted to the needs of different countries and settings.
