Abstract
The Ministry of Finance will implement the participant training; initial in-country training will be conducted by Management Associates of Nepal (MAN) and the Business and Professional Women"s Club of Nepal (BPWC). Participant training will be the major component. A total of 426 Nepalese employed in key development areas will receive training abroad -- 63 in the U.S., 291 in India, and 72 in other Asian countries -- in management and technical areas. Management training will include business, personnel, and financial management; development planning and administration; and personnel planning. Technical training will focus on areas directly relevant to the energy, urban, communication (including printing trades), industrial, agriculture, and health sectors. Training of trainers and some practical training (in, e.g., accounting, computer sciences) will also be provided. English-language training will be provided at the English Language Institute (ELI) of the U.S. Information Service/Kathmandu and/or receiving institutions. (Recommendations for improving ELI training, made in a recent evaluation, will be addressed early in the project.) For each participant training location and type of program (e.g., management, technical), 25% of slots will be reserved for women and 10% for private sector personnel. The project"s in-country component will help MAN, BPWC, and perhaps other local entities to develop and conduct pilot management and administrative workshops for private sector employees. The project will assist MAN and BPWC in areas such as training module development and training of trainers. MAN has planned workshops in, inter alia, entrepreneurial skills, inventory control and warehousing, marketing management, and labor-management relations. BPWC"s initial efforts will probably be limited to preparing young women for secretarial and office management jobs and as managers and support personnel for day care centers. MAN and BPWC training will be provided on a fee basis. If these pilot activities are successful, some 60 persons will be trained in FY86, 120 in FY87, and 150 yearly from FY88 to FY92. Amendment of 4/92 extends the project to 9/99 and focuses all training on USAID/N"s three priorities: private sector; child survival/family planning; and democratic values. Under the amendment, 125 persons will receive U.S. training, 297 regional/third world training, and about 2,500 in-country training. The U.S. and third-country training will average one month and in-country programs will average 2 weeks; 50% of training slots will be reserved for the private sector and 35% for women. (PD-ABE-066)
