Abstract
The study aims to provide a comprehensive understanding of the local economy and food security conditions in the municipality. The diagnostic study was carried out in June to September 2015, with the participation of technical personnel from the municipality, including the Dirección Municipal de Planificación (DMP) and the Oficina Municipal de la Mujer (OMM). Additionally, representatives from non-governmental organizations (NGOs) related to economic activities and food security, as well as local economic stakeholders, such as micro-entrepreneurs and farmers, contributed to the study. A team of 8 technical consultants, 2 specialist consultants, and 1 coordinator, all under the supervision of the Especialista DEL del Proyecto Nexos Locales, facilitated the diagnostic process. A small informatics tool, called ELSA (Economía Local y Seguridad Alimentaria), was developed to process the collected information and construct indicators of the situation, allowing for the projection of potential intervention lines. The diagnostic study covers various aspects of the local economy and food security, including production, employment, and income, as well as encadenamientos económicos (economic linkages), servicios públicos y privados (public and private services), capital social y organizacional (social and organizational capital), empresarialidad (entrepreneurship), and infraestructura para el desarrollo (infrastructure for development). The study also examines the potentialidades (potentialities) of the municipality, including its strengths and weaknesses, as well as its indicadores y perfil municipal (municipal indicators and profile). The conclusions and recommendations of the study are presented in the final sections, providing a comprehensive understanding of the local economy and food security conditions in San Juan Cotzal. The diagnostic study highlights the importance of understanding the current situation in order to develop effective strategies for change and development. The study's findings and recommendations are intended to serve as a basis for planning and formulating strategies for development and addressing the problems faced by the municipality. The study's methodology involved the use of a "hoja electrónica" (electronic worksheet) called ELSA, which was developed to process the collected information and construct indicators of the situation. The ELSA tool allowed for the visualization of the possible interventions and the projection of potential lines of action. The diagnostic study was carried out in 29 municipalities of the altiplano occidental, with San Juan Cotzal being one of them. The study's findings and recommendations are intended to contribute to the development of the municipality and improve the lives of its inhabitants. The study's conclusions and recommendations are presented in the final sections, providing a comprehensive understanding of the local economy and food security conditions in San Juan Cotzal. The study's findings highlight the importance of addressing the challenges faced by the municipality, including poverty, food insecurity, and limited access to basic services. The study's recommendations aim to address these challenges and improve the lives of the municipality's inhabitants.
