Abstract
The initiative is part of the USAID Guatemala Nexos Locales project, Contract No. AID-520-C-14-00002. The project's main objective is to improve the security and nutrition of women and their families through the development of local capacities. The OMMs have been established in all municipalities, but they have maintained a weak profile, limiting their performance and ability to fulfill their functions. The main causes of this situation are the lack of technical skills among coordinators, the unclear definition of their functions and tasks, limited resources and equipment, and high turnover rates among coordinators. To address these challenges, the project has designed a diploma program, "Fortalecimiento de las Capacidades de las Oficinas Municipales de la Mujer - OMM - con enfoque en Seguridad Alimentaria y Nutricional - SAN," aimed at strengthening the leadership and capacities of OMM coordinators. The program will be implemented in partnership with the SERVIME project of HELVETAS-AMUTED. The diploma program consists of seven thematic modules, including: 1. Manual of functions of the OMM: This module will focus on the elaboration of a manual of functions specific to each OMM, based on the Manual of Functions. 2. Diagnosis of the situation of women and security alimentaria: This module will cover the importance of information on the situation of women, the transfer of diagnostic methodologies, and the transfer of diagnostic tools. 3. Lobbying and negotiation: This module will focus on the necessity and importance of negotiation and lobbying, particularly with COMUDE. 4. Security Alimentaria and Nutricional - SAN: This module will cover the concepts of SAN, the 4 pillars of SAN, the 1000-day window, the National Policy of SAN, and COMUSAN. The program aims to develop the capacities of OMM coordinators in areas such as planning and programming, budgeting, manual of functions, diagnosis of the situation of women, lobbying and negotiation, security alimentaria and nutricional, and transfer of knowledge and tools. The program will be implemented through a combination of face-to-face and non-face-to-face training sessions. The project's main objective is to improve the security and nutrition of women and their families through the development of local capacities. The diploma program is a key component of this objective, aiming to strengthen the leadership and capacities of OMM coordinators in the Western Highlands region of Guatemala.
