Abstract
The municipal government is composed of the Alcalde, Vice Alcaldesa, and six regidores, with the Alcalde and Vice Alcaldesa belonging to the Partido Nacional, and five regidores belonging to the Partido Nacional and three to the Partido Libertad y Refundación. The municipal government has implemented various instruments of planning, including the Plan Presupuestario Municipal 2016, Plan de Arbitrios, and Plan de Inversión Municipal. The recaudación of ingresos propios represents 5% of the total income obtained, and has maintained a sustained upward trend. The municipal government has invested a total of 24 million Lempiras in the period analyzed, with the service of Caminos being the largest recipient, accounting for 31% of the total resources invested. The service of agua potable is the second largest recipient, accounting for 18% of the total resources invested. The service of Educación is the largest recipient of investment in the social sector, accounting for 14% of the total resources invested. The municipal government has a limited infrastructure for the provision of health services, with five establishments in total, including a Centro Integral de Salud, three Unidades de Atención Primaria en Salud, and one Equipo de Salud Familiar. These establishments cover a total of 8,177 inhabitants, and have provided a total of 7,981 attendances, including 1,817 first-time consultations. The population of the municipality is predominantly adult, with 47.22% of the population in this age group, followed by the population in the age group of niñez, with 29.90% of the total representation. The population in the age group of adolescencia is 16.86%, and the population in the age group of vejez is 6.01%. The municipal government has a high level of coverage for the service of agua potable, with 92.05% of the population having access to this service. However, the quality of the water is a concern, with only 10% of the Juntas interviewed desinfecting the water with cloro. The municipal government does not provide the service of Alcantarillado Sanitario, as it is still in the construction phase. The municipal government has a strong relationship with the Sociedad Civil, with participative relations in areas such as planificación and desarrollo, particularly in the prioritization of needs in communities, and in the execution of projects comunitarios. However, the municipal government does not have a tool for tracking the fulfillment of agreements between the CM and the Sociedad Civil. The municipal government has a high level of investment in the service of Educación, with a total of 3.4 million Lempiras invested in this sector. The service of Caminos is the largest recipient of investment, with a total of 7.4 million Lempiras invested in this sector. The service of agua potable is the second largest recipient of investment, with a total of 4.4 million Lempiras invested in this sector.
