Abstract
The program is part of the USAID Technical Assistance and Training Program, which seeks to provide a tangible and sustainable skillset for the GVN. The program consists of four parts, each focusing on a specific aspect of dioxin assessment and remediation. Part 1, Standard Operating Procedures (SOP), aims to develop written SOPs for dioxin sampling that can be applied to Vietnam. This part provides in-depth training in MIS methodology and comprehensive sampling plan development. The activities include a 1-day SOP workshop with hands-on demonstrations, a 1-day seminar on MIS theory and principles, and a 1-day workshop with case studies and group exercises. Part 2, Environmental Sampling, provides in-depth practical training on dioxin sampling following a standardized procedure and the MIS methodology. The activities include a 2-day classroom review and a 3-day field training. The objectives of this part are to provide in-depth practical training on dioxin sampling and to ensure that field technicians can prepare for and implement a field sampling program. Part 3, Data Evaluation and Reporting, provides in-depth training and practice in evaluating results compared to sampling objectives. The activities include theory on data synthesis, evaluation, and presentation, as well as classroom exercises in actual analysis, interpretation, and presentation. The objectives of this part are to provide in-depth training and practice in evaluating results and to ensure that GVN officials can synthesize, evaluate, and present data effectively. Part 4, Remediation Technologies, provides in-depth training in evaluating different remediation technologies using internationally accepted standardized criteria. The activities include a 1-day review of available technologies, a 1-day seminar on alternative comparison, and a 1-day practical experience. The objectives of this part are to provide in-depth training in evaluating remediation technologies and to ensure that GVN officials can select site-specific remediation strategies. The program has a strong focus on building the capacity of GVN officials to conduct environmental assessment and remediation activities. The training is designed to provide a tangible and sustainable skillset for the GVN, enabling them to characterize dioxin sites to international standards and evaluate and select site-specific remediation strategies. The program's objectives are aligned with the overall goal of the USAID Technical Assistance and Training Program, which is to build the capacity of GVN officials to conduct environmental assessment and remediation activities.
