Abstract
The project is supported by the United States Agency for International Development (USAID) and the Air Defence-Air Force Command (ADAF) of Vietnam. The project's focus is on remediating dioxin contamination at the Airbase, which was contaminated during the Vietnam War. The project is divided into two phases, each lasting five years. Phase 1 activities are currently underway, with the goal of remediating the dioxin contamination and restoring the Airbase. The UXO clearance activities were conducted by the Ministry of National Defence (MND) contractor, who cleared approximately 65 hectares of the Airbase by the end of the fiscal year. The A&E Bien Hoa Contractor conducted site characterization at several locations, including the Southwest (SW) area and the off-Airbase area MND-A42. The contractor also monitored groundwater levels at 21 wells on the Airbase. The design and procurement activities involved the approval of the Final Masterplan Implementation Work Plan (Final Masterplan) by USAID and ADAFC. The MND approved the technical design for the First Interim Measures (IM1) on May 31, 2021. USAID awarded the contract for the Second Interim Measures (IM2) to VIGMR on February 19, 2021. The project also involves the construction of several facilities, including the Long-Term Storage Area (LTSA) and the ZT Area. The contractor conducted a site walk and pre-bidding conference for the IM2 contract on November 30, 2020. The project's health, safety, and environmental (HSE) activities are also an important aspect of the project. The contractor conducted regular health and safety monitoring and implemented measures to prevent accidents and injuries.
