Abstract
The district's purpose is to function as an effective, responsive, democratic, transparent, and accountable local extension of the Kabul Municipality. Key services include sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and interaction with other government agencies. The district's objectives are to provide high-quality, responsive city services. To achieve this, the district office is responsible for implementing municipal policies and plans, generating revenues, controlling prices and measuring appliances, regulating and universalizing the metric system, distributing price lists, granting trade licenses, registering properties, controlling and supervising businesses, preparing city statistics, solving day-to-day problems of citizens, raising public awareness, implementing small projects, and prioritizing technical affairs, particularly in engineering and construction sectors. The district office is staffed with 37 employees, including 27 permanent personnel and 10 contracted staff. The organizational structure includes a District Manager, Statistics Manager, Statistics Assistant, Engineering Manager, Pricing Manager, Pricing Assistant, Construction Contract Manager, Culture Manager, Revenue Manager, License Assistant, License Member, Property Fee Manager, Property Fee Members, Market Contract Manager, and various administrative staff. The district office reports to the Deputy Administration and Finance of Kabul Municipality and coordinates activities with respective deputies. The district office has specific responsibilities for sanitation and greenery, which involve close working relations with the Sanitation and Greenery Departments. The district office also has a role in implementing small projects and prioritizing technical affairs, particularly in engineering and construction sectors. The district office's responsibilities are critical to the delivery of municipal services in District 17.
