Abstract
The district's purpose is to function as an effective, responsive, democratic, transparent, and accountable local extension of the Kabul Municipality. Key objectives include providing high-quality city services, including sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and direct interaction with other government agencies in the city district jurisdiction. The district's scope and responsibilities include implementing Kabul Municipality policies and plans, generating revenues, controlling prices and measuring appliances, regulating and universalizing the metric system, distributing price lists to businesses, granting trade licenses, registering properties, controlling and supervising businesses, preparing city statistics, solving day-to-day problems of citizens, raising public awareness regarding city culture, implementing small projects, and prioritizing technical affairs, particularly in engineering and construction sectors. The district office is staffed with 26 permanent personnel and 11 contracted staff, making a total of 37 employees, and is responsible for coordinating activities with respective deputies and departments. The district office reports to the Deputy Administration and Finance of Kabul Municipality and coordinates overall activities with their respective deputies. On specific issues such as sanitation and greenery, the district office has close working relations with the Sanitation and Greenery Departments. The district office's organizational structure includes a District Manager, Statistics Manager, Statistics Assistant, Engineering Manager, Pricing Manager, Pricing Assistant, Construction Contract Manager, and other positions, as outlined in Annex 1. The district office's responsibilities include implementing small projects, which may involve infrastructure development, community engagement, and other initiatives. The district office is also responsible for preparing city statistics, including information on businesses, households, birth rates, and death rates. Additionally, the district office solves day-to-day problems of citizens, such as attesting identification and marriage certificates, and raises public awareness regarding city culture. The district office's technical affairs are prioritized, particularly in engineering and construction sectors, and the office coordinates its policies with the Policy and Coordination departments in Kabul Municipality. The district office's staff includes a mix of permanent and contracted personnel, with a total of 37 employees, and is responsible for delivering municipal services to the district.
