Abstract
The district offices aim to function as an effective, responsive, democratic, transparent, and accountable local extension of the Kabul Municipality. Key services include sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and interaction with other government agencies. The district offices are tasked with implementing the Kabul Municipality's policies and plans within their jurisdiction. They are responsible for generating revenues, controlling prices and measuring appliances, regulating and universalizing the metric system, distributing price lists to businesses, granting trade licenses, registering properties, controlling and supervising businesses, preparing city statistics, and solving day-to-day problems of citizens. Additionally, the district offices are responsible for raising public awareness regarding city culture, implementing small projects, and prioritizing technical affairs, particularly in the engineering and construction sectors. The district office is staffed with 19 personnel and 8 contracted staff, making a total of 27 employees. The organizational structure includes a District Manager, Statistics Manager, Statistics Assistant, Engineering Manager, Pricing Manager, Pricing Assistant, Construction Contract Manager, Culture Manager, Revenue Manager, License Manager, Property Fee Manager, Property Fee Members, Market Contract Manager, Property Manager, and Administrative staff. The district office reports to the Deputy Administration and Finance of the Kabul Municipality and coordinates activities with respective deputies. The district office has close working relations with the Sanitation and Greenery Departments on specific issues. The district's main objectives are to provide high-quality, responsive city services, and to implement the Kabul Municipality's policies and plans within their jurisdiction.
