Abstract
The district's purpose is to function as an effective, responsive, democratic, transparent, and accountable local extension of the Kabul Municipality. This involves providing high-quality city services, including sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and direct interaction with other government agencies in the city district jurisdiction. The district's objectives are to provide delivery of high-quality, responsive city services that meet the needs of the local community. Key responsibilities include implementing Kabul Municipality policies and plans, generating revenues, controlling prices and measuring appliances, regulating and universalizing the metric system, distributing price lists to businesses, granting trade licenses, registering properties, controlling and supervising businesses, preparing city statistics, solving day-to-day problems of citizens, raising public awareness regarding city culture, implementing small projects, and prioritizing technical affairs, particularly in the engineering and construction sectors. The district office is staffed with a team of 23 employees, including 16 permanent staff and 7 contracted staff. The organizational structure includes a District Manager, Statistics Manager, Statistics Assistant, Engineering Manager, Pricing Manager, Construction Contract Manager, Culture Manager, Revenue Manager, License Assistant, Property Fee Manager, Property Fee Member, Market Contract Manager, Property Manager, Administrative Manager, Cleaner, Inventory Manager, Computer Operator, Guard, and Administrative Assistant. The district office reports to the Deputy Administration and Finance of Kabul Municipality and coordinates activities with respective deputies. The district's scope and responsibilities are extensive, covering various aspects of municipal services, including sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and direct interaction with other government agencies.
