Abstract
The district offices aim to function as an effective, responsive, democratic, transparent, and accountable local extension of the Kabul Municipality. Key services include sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and interaction with other government agencies. The district offices are tasked with implementing Kabul Municipality policies and plans within their jurisdiction. They are also responsible for generating revenues, controlling prices and measuring appliances, regulating and universalizing the metric system, distributing price lists to businesses, granting trade licenses, registering properties, controlling and supervising businesses, preparing city statistics, solving day-to-day problems of citizens, raising public awareness regarding city culture, and implementing small projects. Additionally, the district offices prioritize technical affairs, particularly in the engineering and construction sectors, and coordinate their policies with the Policy and Coordination departments in Kabul Municipality. The district office is staffed with a Property Manager, Sanitation Manager, Revenue Manager, Culture Manager, Engineering Manager, Pricing Manager, Construction Contract Manager, Statistics Manager, and other personnel, totaling 26 employees, including 25 permanent staff and 11 contracted staff. The district office reports to the Deputy Administration and Finance of Kabul Municipality and coordinates activities with respective deputies. Close working relations are maintained with the Sanitation and Greenery Departments on specific issues.
