The LAC Regional Workforce Development Program, known as the Advance Program, aims to strengthen the capacity of select tertiary technical education programs in Honduras, Guatemala, Jamaica, and the Dominican Republic to provide market-relevant, quality training to disadvantaged youth for increased employment.

Abstract
The program commenced in the Dominican Republic in spring 2020, with a focus on the priority geographic areas of Distrito Nacional, Santo Domingo Oeste, Santiago, San Francisco de Macorís, Puerto Plata, and the border region with Haiti. The Advance Program conducted a baseline labor market assessment to examine the supply and demand in selected sectors, with a particular focus on market demand for skills. This assessment was completed in the Dominican Republic, following similar assessments in Honduras, Guatemala, and Jamaica. The goal of the assessment is to help technical training institutions in the Dominican Republic revamp their offerings and to provide decision-makers with a better understanding of the demand for skills in the future. The labor market assessment analyzes economic trends and patterns, identifies growth sectors, and examines the demand for technical education graduates and the supply of qualified workers in selected growth sectors. The study found that the Dominican Republic's economy is characterized by a growing service sector, with a significant increase in foreign direct investment and a rise in remittances from abroad. The country's labor market is also experiencing a shift towards more formal employment, with a growing number of workers in the formal sector. The assessment identified several growth sectors in the Dominican Republic, including premium food processing, light manufacturing, the orange economy, transport and logistics, and health. These sectors are expected to drive economic growth and create new job opportunities in the coming years. The study also found that there is a significant demand for technical education graduates in these sectors, particularly in areas such as agriculture, manufacturing, and logistics. The Advance Program aims to address the skills gap in these growth sectors by providing technical training institutions with the capacity to offer market-relevant, quality training programs. The program will work with institutions to improve curriculum design and pedagogy, provide professional development opportunities for faculty and staff, enhance labor market bridging services, strengthen recruitment and admissions processes, and provide local scholarships for disadvantaged students to attend technical programs. The labor market assessment provides a comprehensive understanding of the Dominican Republic's labor market and identifies opportunities for growth and development.
