Draft Proposal of the Content of a Connection to Natural Gas Transmission System Agreement and a Connection to Natural Gas Distribution System Agreement

The agreements are intended to regulate the rights and obligations of the parties involved, including the Transmission System Operator (TSO) and the applicant. The proposed agreements define the scope of the agreement, which includes the connection of the facility or building to the TSO transmission system, as well as the conditions, prices, and deadlines for the construction of the connection, payment dynamics, and mutual rights and obligations of the parties to the agreement. The agreements also outline the technical data on the connection, including the requirements for the joining of the facility or building and equipment connection. The agreements specify that the connection to the transmission system entails a set of actions that the TSO and the applicant are required to take, including the making of facilities or buildings join, testing and inspection of facilities or building, trial operation, obtaining permits, commissioning, and other related actions, in order to ensure safe and reliable gas supply. The agreements also indicate the relevant document number for connection to the transmission system on the basis of which the agreement is concluded and which is an integral part of the agreement and its annex. The agreements propose the following terms and conditions: * Data on parties to the agreement, including the TSO and the applicant, including their names, addresses, personal identification numbers, and permit numbers to perform energy activities. * Definitions of terms used in the agreement, including the definition of connection to the transmission system. * Scope of the agreement, including the connection of the facility or building to the TSO transmission system and the conditions, prices, and deadlines for the construction of the connection. * Technical data on the connection, including the requirements for the joining of the facility or building and equipment connection. * Connection fee and method of payment. * Deadline for the connection construction and for connecting equipment. * Mutual rights and duties of the parties to the agreement. * Availability of the connection. * Cancellation of the agreement. * Final provisions. The agreements also propose the inclusion of annexes, which will contain additional information and documents related to the connection to the transmission system. The proposed agreements are intended to provide a framework for the connection of facilities or buildings to the natural gas transmission and distribution systems in Bosnia and Herzegovina, and to ensure safe and reliable gas supply.
