Abstract
This document aims to simplify the process of customs clearance for small-scale traders who account for a significant portion of cross-border trade in the region. Research findings have shown that small-scale traders face challenges in meeting the conditions stipulated in the Single Entry Document, which has led to smuggling and unnecessary payment of import duty on goods that do not require it. The Simplified Certificate of Origin has addressed this challenge by simplifying the fields of the Single Entry Document and making it available at customs offices at border stations. The benefits of using the Simplified Certificate of Origin include no import duty on EAC originating products that appear in the common list, saving money and time, avoiding hustles associated with transporting goods to markets within the EAC Partner States, and increasing trade volume. The products that qualify for clearance through the Simplified Certificate of Origin are those that appear in the common list of eligible products, which is currently available for some border stations. To complete the form, the exporter should fill in the required information, including the exporter's name and address, importer's name and address, country of origin, description of goods, number and type of packages, value, and declaration by the exporter. The Customs Officer of the Designated Issuing Authority of the exporting Member State will endorse the origin verification stamp in Box 8. The form should be filled in correctly to avoid delays. The Simplified Certificate of Origin is designed to facilitate trade and reduce the burden on small-scale traders. By simplifying the customs clearance process, the document aims to increase trade volume and promote economic growth in the region. The document is available in both English and local languages, making it accessible to traders across the region.
